I'm no expert on the subject but here's something I've observed in one of my rifles. Never had a problem with my rifles copper fouling before until I changed the load for my service rifle. Originally I was running  pretty high velocity load with no problems as far as copper went. Then I decided that I didn't need a super fast load just to put holes in paper but I still used the same projectiles and dialed it right back with a different powder. It was then that when cleaning the bore I noticed a lot of copper was coming out on the patches and you could see it quite clearly if you looked down the muzzle. So It appears that velocity may have an influence on copper fouling...

I must admit I'm not anal about it, but what I have figured out with my rifles is a little bit of copper seems ok and a lot isn't. It probably smooths over some of the imperfections in a barrel if it has some.

As for cleaning it goes I've found that good old hopes9 does a pretty good job. After letting it soak for 15-20 min I usually get quite a bit of copper coming out on the patches. I also will use an ammonia based cleaner for the best results. Some people seem a bit scared of using ammonia but you just need to make sure you don't leave any in your barrel which is pretty simple, after you've done the ammonia clean a couple of wet patches of the no9 couple of dry patches and then an oily one takes care of it.
